The JailGeek story began in 2020 with a simple idea: create software that helps state and local jails better recoup their costs for housing federal prisoners. Year after year, we witnessed local law enforcement working hard to meet the detention bedspace requirements of their federal partners, as well as providing transport of federal prisoners to courthouses, JPATS airlifts, or medical appointments. Yet, a complex application process and an extensive list of federal regulations prevented these state and local governments from being accurately reimbursed for their services.
 
In response to this persistent problem, we developed proprietary algorithms which now help local governments better outsource their available jail space to the U.S. Marshals Service, the Federal Bureau of Prisons, and/or Immigration & Customs Enforcement. Using our software, local officials can forecast federal detention bedspace needs in their region and then negotiate new or updated per diem rates and transportation guard service rates. Our i-detain algorithms not only evaluate a jail’s budget history, but also concentrate on prime factors, such as jail staffing levels, medical services, food services, capital improvement projects, etc. All these expenses are then compared against historical cost data of similarly sized facilities, allowing each new user to benefit from lessons learned by past users. Finally, our software monitors the jail’s future operating costs in preparation for the next round of negotiations with the federal government.
 
As an increased number of state, county, and city jail beds are needed to meet the future requirements of federal law enforcement, local government officials need more than ever software which provides a turn-key business solution for outsourcing available jail bedspace. JailGeek tools simplify and streamline the local government’s experience while also strengthening their negotiating position with federal agencies. However, the ultimate value of our solution is knowing that local taxpayer dollars are not subsidizing federal detention operations.

Joe Summerill Founder, President & CEO

In addition to being our President & CEO, Joe is the Managing Principal Director of the Summerill Group, LLC and specializes on contracts and Intergovernmental Service Agreements with the Department of Justice’s BOP, USMS and the Department of Homeland Security’s ICE.  Before starting this business, he worked as the chief contracts attorney for DOJ’s Federal Bureau of Prisons, assisting the agency on the negotiation, award, and administration of Intergovernmental Service Agreements between BOP and local governments. 

Michele Sharpe Founder, Vice President & COO

In addition to being our Vice President & COO, Michele is the Executive Director of the Summerill Group, LLC. She specializes in preparing and submitting proposals for Intergovernmental Service Agreement with BOP, USMS and ICE.  Using JailGeek’s i-detain application, she calculates federal per diem rates which comply with the U.S. Office of Management & Budget Circular 200; Chapter XXVIII – Department of Justice (2 CFR 200); and Section 119 of the Department of Justice Appropriations Act of 2001 (Public Law 106-553).  Michele is also well versed in wage and benefit rates both under collective bargaining agreements and the Department of Labor Wage Determination.
