Why Experience Matters in Federal Detention Reimbursement

County detention facilities face growing challenges when pursuing fair federal detention reimbursement. Rising operational costs, evolving regulations, and increasingly complex Intergovernmental Agreements (IGAs) require more than accurate data. They require experienced leadership and proven detention cost analysis.

Understanding federal inmate reimbursement rates requires more than financial expertise. Counties must also document detention costs, evaluate per diem rates, and navigate complex relationships with federal agencies. Success depends on understanding both detention operations and the policies that shape them.

That’s why JailGeek was built differently.

Our FairRate™ methodology and data-driven cost analysis help counties evaluate reimbursement opportunities. Those solutions are guided by decades of leadership. Professionals who have served at the highest levels of law enforcement, corrections, and federal detention administration.

JailGeek’s Board of Advisors includes former leaders from the Florida Sheriffs Association, the Federal Bureau of Prisons, and the United States Marshals Service. Together, they bring decades of experience managing county sheriff’s offices, overseeing federal correctional systems, developing detention forecasting models, and improving jail management practices.

Their insight keeps everything JailGeek does grounded in operational reality, analytical rigor, and a commitment to helping counties pursue fair federal detention reimbursement.

Steve Casey: Leadership from the Florida Sheriffs Association

Steve Casey has dedicated more than four decades to serving law enforcement and public safety.

During his 15 years as Executive Director of the Florida Sheriffs Association, Steve represented all 67 Florida sheriffs while leading an organization with an annual budget exceeding $10 million. Throughout his distinguished career, he also served as Deputy Secretary of the Florida Department of Juvenile Justice, Chief Deputy of the Monroe County Sheriff’s Office, Director of Security for the Florida Lottery, and Special Agent Supervisor with the Florida Division of Alcoholic Beverages & Tobacco. He began his career in public safety as both a deputy sheriff and municipal police officer.

His leadership developed through some of the nation’s most respected executive education programs. This includes the FBI National Academy, Harvard University’s Senior Executive Program for State and Local Government, and the Florida Criminal Justice Executive Institute.

Steve joined JailGeek because he recognized a mission that aligned with the challenges he witnessed throughout his career working alongside sheriffs.

“I’ve watched Joe Summerill’s career for years, from his early work on complex county contracts to the founding of JailGeek. His unwavering determination to protect local taxpayer dollars is unmatched. I joined because this isn’t just another company; it’s the solution we’ve needed for a generation of sheriffs who’ve been shortchanged by complex federal agreements.”

Steve’s experience provides JailGeek with invaluable insight into the operational, legislative, and financial realities facing county detention facilities.

After working directly with sheriffs across Florida for many years, he understands that successful jail management requires balancing public safety, fiscal responsibility, and long-term partnerships with federal agencies. His perspective helps shape solutions that are practical, transparent, and focused on helping counties pursue fair federal detention reimbursement. All while strengthening relationships established through Intergovernmental Agreements (IGAs).

Hugh Hurwitz: Leadership from the Federal Bureau of Prisons

Few correctional professionals have managed systems on the scale of Hugh Hurwitz.

As Acting Director of the Federal Bureau of Prisons (BOP), Hugh oversaw one of the world’s largest correctional systems. His responsibilities included 122 federal institutions, 12 contract facilities, more than 200 Residential Reentry Centers, approximately 36,000 employees, and nearly 177,000 inmates.

His Department of Justice career also included leadership roles in procurement, detention administration, and executive management. Those experiences gave him a comprehensive understanding of the operational and financial complexities of federal corrections.

That perspective ultimately led him to JailGeek.

“I knew Joe Summerill during his tenure at the Department of Justice and saw his deep understanding of federal detention contracts. His vision for JailGeek addresses a critical need I saw from the inside: creating fairness and transparency between federal agencies and local jails. This is the kind of innovation that can transform the system.”

Hugh’s experience helps keep JailGeek’s recommendations grounded in the realities of federal detention operations.

His understanding of correctional systems, from policy development and procurement to detention administration, provides valuable perspective as JailGeek helps counties evaluate federal inmate reimbursement rates, improve detention cost analysis, and strengthen long-term federal partnerships.

John Scalia: Data-Driven Federal Detention Expertise

For nearly three decades, John Scalia helped shape how the federal government analyzed detention populations and projected detention costs.

As Chief Statistician for the U.S. Marshals Service Prisoner Operations Division, John developed the detention population projection and cost estimation models that became the federal benchmark. The Government Accountability Office (GAO) and the Department of Justice Office of the Inspector General independently reviewed his methodologies, reinforcing both their credibility and long-term impact.

His expertise in detention analytics and forecasting made joining JailGeek a natural fit.

“Having worked with detention data my entire career, I respect what Joe Summerill has built. I watched him develop the methodologies that would become JailGeek’s foundation. His determination to use rigorous data analysis to help local communities is exactly what this space requires. I joined to help bring that same precision I used at USMS to every local facility we serve.”

John’s experience strengthens the analytical foundation behind JailGeek’s FairRate™ methodology.

His work developing federal detention forecasting models continues to influence how JailGeek approaches detention cost analysis, per diem rate evaluations, and federal detention reimbursement. His commitment to rigorous, defensible data ensures counties receive recommendations supported by proven methodologies rather than assumptions.

Why JailGeek’s Board of Advisors Matters

Every county detention facility is different.

Housing federal detainees requires balancing operational demands with fiscal responsibility. Staffing, healthcare, transportation, security, and countless other expenses all influence federal inmate reimbursement rates. Successfully documenting those costs and pursuing fair reimbursement requires more than accounting. It requires expertise in jail management, detention economics, and federal policy.

That’s where JailGeek’s Board of Advisors makes a meaningful difference.

Collectively, our advisors have represented sheriffs across an entire state, led one of the world’s largest correctional systems, and developed the federal detention forecasting models that helped guide national decision-making.

Their combined experience helps ensure JailGeek’s products, services, and FairRate™ methodology remain practical, data-driven, and aligned with the realities facing today’s county detention facilities.

Whether helping agencies evaluate Intergovernmental Agreements (IGAs), improve detention cost documentation, analyze per diem rates, or pursue fair federal detention reimbursement, their guidance strengthens every recommendation we make.
